Live Photos capture three seconds of video. To view the whole sequence press and hold the Live Photo. It looks like a video, but it is typically a High Efficiency Image File (HEIF).
Starting with iOS13, Apple made the process of converting Live Photos to video very easy.
Step 1: Select the Live Photo you'd like to convert to a video file. You'll know it's a live photo if it says "LIVE" with an image of circles in the upper let hand corner.
Step 2: Click the "Share" button in the lower left corner.
Step 3: Scroll down until you see the option that says, "Save as Video".
Step 4: Go to the Photos app to view and share the video.
